2026 Refrigerant Regulations in Ontario: What You Need to Know

New environmental regulations are changing how commercial refrigeration systems are serviced. Stay compliant with this guide.

The HFC Phase-Down

Canada's federal regulations under the Ozone-depleting Substances and Halocarbon Alternatives Regulations (ODSHAR) continue phasing down hydrofluorocarbons (HFCs). These are the refrigerants that replaced R-22 — including R-410A, R-404A, and R-134a. If your equipment uses these refrigerants, you need to understand the timeline and your obligations.

Key Compliance Requirements

  • Leak Inspections Are Mandatory

    Systems with 3kg or more of refrigerant must be regularly inspected for leaks. High-charge systems (over 100kg) require annual leak checks by certified technicians with records maintained.

  • Refrigerant Recovery Required

    All refrigerant must be recovered during service — it cannot be vented to atmosphere. This must be done by a TSSA-registered technician using approved recovery equipment.

  • Record Keeping

    Service records must document refrigerant type, quantity added or removed, leak rates, and technician certification numbers. These records must be kept for at least 5 years and available for inspection.

  • Low-GWP Alternatives

    New low-global-warming-potential refrigerants (R-32, R-454B, R-448A, CO2) are required in new equipment installations in many categories. Your next new installation will almost certainly use one of these alternatives.
